I always say this depends on what kind of music that person likes. If they are more rock or more dance oriented etc. But if I didn't know their preference I'd put together this:
Wanna Be Startin' Somethin' Billie Jean Who Is It Dirty Diana Workin' Day and Night Don't Stop 'Til You Get Enough The Way You Make Me Feel They Don't Care About Us Smooth Criminal Beat It Stranger in Moscow Human Nature Man in the Mirror
I would put tohether a mixture of big hits and throw in some "deep cuts" that aren't that well known to the general public and may surprise them in their greatness (Who Is It, Workin' Day and Night, Stranger in Moscow). I'd also try to make it relatively accessible, so even though if I love songs like Is It Scary, Tabloid Junkie, Morphine, Scream etc., I'd leave heavier songs to another occasion. I think this also showcases MJ's fun carefree side but also his "dark" moods, confessional songs (SIM, WII), social consciousness (TDCAU, MITM). I am very sorry to leave out WYBT or ES but you can jam only so many songs into one hour and there is MITM for a bombastic socially conscious song.

Your list is untouchable. I would just add either one of these Heaven Can Wait/Butterflies/ Break Of Dawn. It's almost summer here and some mid tempo RNB jams would soothe the soul. Also those songs are quite sexy so if this "friend" is a romantic interest, they would work perfectly

Hmmm not sure...
Jam WBSS Working Day and Night Who Is It Stranger In Moscow Give In To Me TDCAU Earth Song Another Part Of Me Smooth Criminal Billie Jean TWYMMF
Even though TWYMMF isn’t one of my favourites, it such a perfect breezy pop song I’d include it. I think this list shows hs range without going too extreme.

Yeah, Another Part of Me should be included indeed. I love that song so much. Always makes me upbeat.

I made a two disc CD compilation for a friend of mine once who only really knew MJ's 80s work. It comprised of songs from Dangerous, History, BOTD and Invincible and she loved it and said that I exposed her to how much MJ had evolved as a songwriter since his so-called heyday in the 80s.
This was my tracklist:
Disc 1 1. Unbreakable 2. They Don't Care About Us 3. Dangerous 4. Ghosts (Mousse T's Radio Rock Singalong Mix) 5. Speechless 6. Who Is It 7. Jam 8. 2 Bad 9. Give Into Me 10. History
Disc 2 1. Blood On The Dancefloor 2. Money 3. Threatened 4. Stranger In Moscow 5. Is It Scary 6. Whatever Happens 7. Will You Be There 8. Little Susie 9. Keep The Faith 10. Earth Song

Any list ust begin with Billie Jean and end with Thriller. They are easily his best and most iconic songs. My intro mix I want to give a rounded introduction so here goes. Apart from the two above songs I could not care too much about the order of the rest.
1. Billie Jean 2. The Way you make me feel 3. Man in the Mirror 4. They don't care about us 5. Rock with you 6. Dirty Diana 7. Human Nature 8. Ghosts 9. Who is it 10. You rock my world 11. Break of Dawn 12. Beat It 13. Thriller
