What PIRA did was so far away from being an effective warning its a joke! The warnings would be seconds or minutes in advance, imprecise, unclear and obstructive. Most of PIRA attacks involved zero warnings as well. Given they only gave seconds warning on occasions, PIRA would claim a lot of things to shore up support - always someone else's fault it went off early. Hume was right when he said they had the hallmarks of undiluted fascism - the scapegoat!
Additionally, PIRA couldn't even argue any kind of military benefit for their attacks, shootings, kneecappings or bombings.
In short, PIRA deliberately targeted civilians. Warrington, Manchester, London, Bloody Friday in Belfast, Portadown and the constant bombing of their own hometown city centre in Londonderry all had ZERO military benefits for PIRA. It was only ever about terrorising civilians and destroying civilian jobs so they could twist it into a "look how oppressed we are!". Most people never fell for it.
The Israel Defence Force, on the other hand, is known for giving advance warnings of 24 hours, known to extend them when necessary, communicates via a variety of methods including leaflets in Arabic. Examples attached below:
They've even delayed their ground incursion.
The Israel Defence Force has been able to take out significant Hamas members which is a military benefit.
Trying to invalidate the concept of advance warnings with the example of PIRA really isn't going to work given what LOAC states.
Moreover, there is NO equivalence between PIRAs crap "warnings" and those given by the Israel Defence Force.
It's a false equivalence fallacy to try that with PIRA.
